- 2026-07-22 — Added root-level llms.txt following LLMS Baseline v2.0 to provide a canonical machine-readable orientation layer for published resources.
- 2026-09-06 — Established the CarbonTracking Persistent Record Layer (PRL) reference implementation. Added stable fragment identifiers for “Emission Measurement” and “Attribution” on /method/, published the corresponding Persistent Records through the dedicated Record Authority at records.carbontracking.de, added an RFC 9264 linkset with human-visible Persistent Record references on /method/ to expose the Core-to-Record relationships, and extended llms.txt to expose the PRL resources for machine-readable orientation. No definitional, scope, or Core JSON-LD changes.

Change Policy
Changes are recorded only if:
- The definitional boundary materially evolves.
- A structural clarification alters conceptual framing.
- Primary institutional reference frameworks materially change.
- A compliance-relevant correction is required for accuracy.
Minor editorial, stylistic, or formatting corrections are not versioned.
Versioning Logic
Version increments follow semantic clarity rules:
- Major increment — Definitional or structural shift.
- Minor increment — Material clarification without conceptual shift.
- No increment — Editorial refinement only.
